Where it All Began – Meet the First Doctor! Based partly upon the success of the Quatermass Experiment in the early 1950s, the BBC began developing a science fiction series for children in the early 1960s, mainly due to government regulations requiring a minimum number of hours of programming for children. With the help of writer David Whitaker and young producer Verity Lambert, the series Doctor Who was launched on BBC 1 in November of 1963 as a part science fiction, part adventure, part horror and part educational programme.
